I would imagine that it's what they want. You would think that they would be prepared for civil unrest and rioting? Well, they have. Tens of thousands of troops already march the ground inside the US under Northern Command (NORTHCOM). But there's something else too. Federal Emergency Management Agency (FEMA) is also prepared.
